It sounds more like they're trying to sell the laser operating tool. More attention is given to that than the patient and her surgery. The narrator sounds more like a professional announcer.

The language was a little technical but very informative and concise which was nice. And like everyone else I too am wondering what that green dye is.
I'm not a medical expert, but I have 2 guesses: 1. It may be the cancer cells/tumor. 2. It may be a tracing dye to help the surgeon and/or other doctors to trace the cancerous cells/tumor.
